Cmde S. Rao, after graduating from Bombay University, joined the Indian Navy in 1960. After serving 4 years on board ships, he specialized in Quality Assurance of Armament, Torpedoes and Missiles. He did his Post Graduate course in Armament appointments include stints in Ordnance Factories, Naval Armament, Missile and Torpedo Institute of Quality Assurance, U.K. He was chief of Quality Assurance of the Western as well as Eastern Naval Commands. He is a recipient of commendation by the Chief of the Naval Staff. He received Visishta Seva Medal (VSM) for his contribution in product up gradation and development.

Cmde. S. Rao was also a Faculty Member in the Institute of Armament Technology for three years and served last four years in the Navy in a Research and Development Establishment as Project Director Underwater Weapons and Systems before joining Bharat Dynamics Limited. As Director (Technical) for about four and half years, he looked after corporate functions and was in-charge of operations of five production divisions. He was appointed as Chairman and Managing Director of Bharat Dynamics Limited with effect from 1st July 1994. The turnover of the company increased from Rs.125 crores to Rs.322 crores and Profit Before Tax (PBT) from Rs.10 crores to Rs.98 crores. The company was rated as “Excellent” for four consecutive years, 1997-2000, under the MoU signed with the Government of India.

As the Chairman of Production Management Committee, Member of Guided Missile Board and Program Management streed indigenous missile programs.

Under the stewardship of Cmde. S. Rao received the prestigious “DRDO Technology Assimilation Award for the year 1996-97” from the then Prime Minister and SCOPE Silver Plaque Award for “Institutional Excellence for the year 1997-98”.

As the Chairman of the Silver Jubilee Celebration of Art of Living, he was responsible for arranging the Mega event in February 2006.
